Transmission Fishermen Filling Oil in Barrels Have Valid Permits – KPDN Penang
GEORGE TOWN, March 25 (Bernama) — The Ministry of Domestic Trade and Cost of Living (KPDN) Penang confirmed that the actions of the person who filled RON95 petrol into the barrel at the Jalan Tengah gas station, Bayan Lepas which went viral on social media did not violate the law.
Its director, S. Jegan, said the review found that the individual was a fisherman and had a valid fuel purchase permit in accordance with the provisions of the law and subject to the established quota limits.
“In this regard, oil purchasing activities carried out by individuals are in accordance with the regulations and do not contain any violations,” he said in his statement today.
Jegan said that a team of state KPDN law enforcement officers had gone to the location of the incident to carry out further investigations and obtain detailed information regarding the incident.
He said that purchases of more than 20 liters in one barrel must obtain a special permit for scheduled control goods from KPDN and is usually given for certain purposes such as operating agricultural and fishing machinery with certain conditions.
However, Jegan said selling fuel in containers other than the vehicle’s original tank of more than 20 liters without a valid permit is an offense and will be subject to strict action under the Supply Control Act 1961.
Therefore, he said, his party continued to monitor gas stations and appealed to the public not to speculate or spread incorrect information that could cause confusion in the community.
Yesterday, a 1.01-minute video went viral on social media showing a man filling several plastic barrels in his car at a petrol station in Penang.

A Private Blog Network (PBN) is a collection of websites that are controlled by a single individual or organization and used primarily to build backlinks to a “money site” in order to influence its ranking in search engines such as Google. The core idea behind a PBN is based on the importance of backlinks in Google’s ranking algorithm. Since Google views backlinks as signals of authority and trust, some website owners attempt to artificially create these signals through a controlled network of sites.
In a typical PBN setup, the owner acquires expired or aged domains that already have existing authority, backlinks, and history. These domains are rebuilt with new content and hosted separately, often using different IP addresses, hosting providers, themes, and ownership details to make them appear unrelated. Within the content published on these sites, links are strategically placed that point to the main website the owner wants to rank higher. By doing this, the owner attempts to pass link equity (also known as “link juice”) from the PBN sites to the target website.
The purpose of a PBN is to give the impression that the target website is naturally earning links from multiple independent sources. If done effectively, this can temporarily improve keyword rankings, increase organic visibility, and drive more traffic from search results.
